Who’s to blame for rising food prices?

This question was posed to 1,009 adults over 45 and published in yesterday’s USA Today. At least they got this right:

  1. Government 71%
  2. Natural Disasters 44%
  3. Food-processing plants 29%
  4. Grocery Stores 28%
  5. Farmers 16%
  6. Restaurants 11%

Of course most of the other answers other than natural disasters are hostile towards the market. People were allowed to select more than one thing. My question to the 3-6 answers is what happened now that made them able to rise the prices. Did the evil owners of those wake up one day and decide to rise prices? I don’t think so. They did forget to put in rising demand, which is probably part of the answer with government price supports.
